DOT drug and alcohol consortium for owner-operators

What the rules ask of a one-truck company
- A random pool of two or more. An employer who employs only himself or herself must be in a random pool of two or more covered employees (49 CFR 382.103(b)). For 2026 the minimum rates are 50% for drugs and 10% for alcohol.
- A designated C/TPA in the Clearinghouse. You can't report your own violations; the C/TPA you designate does. Until you designate one, the Clearinghouse won't let you take any action.
- Queries on yourself. At least one query a year, and a pre-employment query before you hire anyone else.
- A negative pre-employment drug test before you first drive (382.301), and a written policy.
- Records ready in two business days when FMCSA asks, including at your new entrant safety audit, where not having a random program is an automatic failure (385.321).

How it works
- Sign up online. No sales call. Your agreement shows the exact prices before you sign.
- Designate Pact as your C/TPA in the Clearinghouse, and buy your query plan. Watch how (1 minute).
- You're in the pool, with your certificate of enrollment ready to download.
- When you're picked, Pact sends you to a collection site near you. Your phone page shows where to go, what to bring, and a button if there's a problem at the site.
Common questions
I'm leased on to another carrier. Do I need this?
No. If you run under another carrier's authority and USDOT number, that carrier's program covers you, and you register in the Clearinghouse as a driver only. You need your own consortium when you have your own USDOT number and authority.
Do I still need a Clearinghouse query plan?
Yes. You buy the query plan in the Clearinghouse yourself ($1.25 a query, paid to FMCSA) - a C/TPA isn't allowed to buy it for you. Pact runs your queries from it once you designate Pact as your C/TPA.
Will I know ahead of time when I'm picked?
No, and that's the rule: random tests are unannounced (49 CFR 382.305(k)(1)). You get no email at the draw. Pact sends you to the test, and you go right away. Not going within a reasonable time after being told counts as a refusal (40.191(a)(1)).
What does a test cost on top of the $19?
$69 for a DOT drug test (the collection, the certified laboratory and the Medical Review Officer) and $59 for a breath alcohol test, only when one is needed. After-hours and post-accident collections are billed at cost.
Is there a contract?
Month to month, with 30 days' notice to leave, and your records go with you. The first month is free and there's no setup fee.
How do I prove I'm enrolled to a broker or shipper?
Download your certificate of enrollment from the portal. It has a QR code anyone can scan to check, on Pact's site, that you're enrolled today - without seeing any test information.
