Drug tests and background checks for employers outside DOT

Warehouses, construction crews, manufacturers, offices, clinics: order a drug test or a background check online, send the person to a site near them, and keep every record in one place. The state the person works in is checked before the test is ordered.

Opening soon. Lab testing for employers outside DOT starts once Pact's laboratory network is live. Leave your details and Josh will tell you the start date.

What you can order

A single drug test

Pre-employment, random, post-accident or reasonable suspicion, for one applicant or employee, collected near them.

Pre-employment package

A drug test plus a basic background check (identity, national criminal and county court search) on your own screening account.

Random testing program

Pact keeps your employee list, runs a computer draw each quarter at the rate in your policy, and tells you who's selected.

Tennessee Drug-Free Workplace

Track the policy, testing, employee education and supervisor training the state program asks for, toward a 5% workers' comp credit.

State law, checked before you order

Outside DOT, state law decides what you can test for and when. The portal keeps rules for more than 25 states and checks the state each person works in: marijuana limits in places like California, New York, Washington and Minnesota; random-testing bans in Vermont and Rhode Island; and fair-chance hiring rules that move the criminal search after the job offer in California and New York City. A state the portal doesn't flag isn't necessarily free of rules, and your policy and state-law compliance stay yours.

What your employee sees

An email link (or a text, once texting is switched on for your company) opens a page on their phone with where to go, what to bring and the site's hours, plus a button to report a problem at the site (closed, wrong address, a long wait) that reaches you and Pact at once. No app and no password.

Common questions

Is there a monthly fee?

No. You pay for the tests you order: $40 for a 5-panel or 10-panel drug test, $50 for a 10-panel with alcohol, $59 for an alcohol test on its own. A random testing program is included. Background checks are billed by the screening company, on the account set up in your company's name.

Can we test for marijuana?

It depends on the state the person works in. California, for example, bars decisions based on the non-psychoactive metabolite a standard urine test finds (Gov. Code 12954), and New York, Washington and Minnesota limit cannabis testing too. When you order, the portal checks the work state and offers a panel without marijuana where the law calls for one.

Can we do random testing?

In most states, yes, under your written policy. Vermont and Rhode Island don't allow random testing of employees outside federal programs, and states like Minnesota, Connecticut, Maine and Iowa limit it. The portal leaves out anyone in a state that bars it before the draw.

How do background checks work?

On your own account with Pact's screening partner, under the Fair Credit Reporting Act: the person's signed consent first, then the report. If something in it might change your decision, the portal walks you through the pre-adverse notice and the 5-business-day wait before a final decision. In California, New York City and other places with fair-chance laws, the criminal search comes after the job offer. You read the report and make the decision; Pact never copies what it says.

Do you work outside Tennessee?

Yes, nationwide. State rules are tracked for the states your people work in, and Tennessee employers can qualify for the state's Drug-Free Workplace Program, which gives a 5% credit on workers' compensation premiums (Tenn. Code Ann. 50-6-418).
