How it works

A driver list built for NEMT

License, driving record, background check, drug test, CPR and first aid, defensive driving, passenger assistance, spill-kit, HIPAA and fraud-waste-abuse training. Turn items on or off and set how often each renews.

Drivers upload from their phone

Each driver gets a link to their own page: what's still needed, when each item runs out, and a camera button. No app, no password.

Every driver document checked for you

Pact Compliance Review checks each upload against written criteria, usually within minutes, 24/7, so you don't have to. If an upload can't be used (blurry, the wrong document, expired by its printed date, or someone else's name), the driver is asked for a new copy by email (and by text once texting is on for your account), with their own link. An automated system reads each upload; a Pact reviewer confirms it. Background checks, driving records and drug tests are always read by a person. You still see everything, and you can change any decision. Reminders go out 30, 14 and 7 days before anything expires.

Monthly exclusion checks and random testing

Every active driver against OIG's list and the Medicaid lists of 25 states automatically (the rest by a monthly hand-check task in your portal, with the proof saved) each month, with a dated record of each check. A random drug testing program is included; tests are at Quest, $40. Check one name free now.

What Pact doesn't do: enroll you with a broker or with Medicaid, run state or FBI fingerprint checks, run a federal court criminal search, check SAM.gov (Pact checks the OIG list and the state Medicaid lists in 25 states automatically), or inspect vehicles. Upload those results and Pact tracks when they're due.

How "active driver" is counted: everyone on your roster who hasn't left, on the 1st of the month. 12 drivers is $180 a month; 4 drivers is the $99 minimum. Pact does the work, not just the software: the random draws, sending drivers to test, the monthly exclusion checks and the reminders.

What Medicaid and your broker ask for

Federal law requires every state's Medicaid program to make sure each NEMT provider and driver:

Social Security Act section 1902(a)(87), added by the Consolidated Appropriations Act, 2021; CMS Informational Bulletin, July 12, 2021.

What your broker asks for

Brokers add their own list on top. ModivCare's Mississippi manual (February 2024), for example, asks for a nine-panel drug screen, a fingerprint-based criminal background check before hire and every year after, defensive driving, first aid and CPR, and passenger assistance (PASS) training, at the provider's own cost. Other brokers and states differ, so your list starts from these and you change it to match your contract.

In Georgia, Verida has been the broker for all five regions since April 1, 2026. Georgia's NEMT manual (October 2026) asks for drivers 21 or older, a driving record for the past three years from the Georgia State Patrol, and training in first aid, defensive driving, passenger assistance, safety and sensitivity, and spill-kit cleanup. Verida's Georgia provider page asks for current drug screens, background checks and driving reports for every driver.

In Colorado, every NEMT provider needs a contract with MediDrive, the new statewide broker, to keep taking Health First Colorado trips from January 1, 2027. MediDrive's driver roster asks, for each driver, for a 10-panel drug screen and a federal criminal background check dated within 30 days, an FBI fingerprint check, the driver's license, motor vehicle records for the current year plus two, third-party defensive driving training, first aid and CPR, passenger assistance safety and sensitivity training, and OIG and SAM exclusion screening.

Common questions

Do you enroll us with the broker or with Medicaid?

No. Pact keeps your drivers' files current and runs the testing and exclusion checks. Enrollment and credentialing with your broker and your state's Medicaid program stay with you; Pact gives you the documents to send.

Our broker wants a fingerprint background check. Can you run it?

Fingerprint checks go through your state or the broker's vendor. Upload the result to the driver's file and Pact tracks when it's due again. If your broker accepts a name-based check, Pact sells those online from $35. Orders are taken now and start when Pact's Checkr account opens; Checkr then emails the person.

Our broker requires its own driving-record monitoring. Does this replace it?

No. Keep the service your broker names (ModivCare's Mississippi manual, for example, requires SambaSafety monitoring) and upload its report; Pact tracks the date and reminds you before the next one is due.

Which drug test panel do we need?

Use the panel your broker names. Pact's lab drug tests at Quest are $40 for a 5-panel or 10-panel, with the Medical Review Officer's review; tell Pact if your broker names a different panel and Pact will check it before you order.

Do you run random drug testing?

Yes. A random testing program is included at the rate in your written policy or your broker contract. Pact makes the selections and sends each selected driver to a Quest site.

Who is the NEMT broker in my state?

It depends on the state, and several changed in 2026 (Georgia moved to Verida statewide, Colorado to MediDrive, Montana to Modivcare). Our NEMT broker by state list covers all 50 states and DC, with the source for each, plus the driver requirements for Verida and MTM.

What does ModivCare ask for each driver?

Out-of-network providers keep a monthly exclusion check (OIG, SAM and state lists), a current license, a yearly driving record and a yearly background check, for 10 years. Our ModivCare checklist walks through each one from ModivCare's own document.

Which exclusion lists do you check?

OIG's federal list every month, plus the Medicaid exclusion lists of 25 states automatically, for the states you operate in. For 20 more states and DC, Pact can't read the state's list automatically (Texas, Florida, California, Illinois, Minnesota and others), so the rest are done by a monthly hand-check task in your portal, with the proof saved: you search each one that applies to you on the state's own site. Five states (Oklahoma, South Dakota, Utah, Virginia and Wisconsin) keep no list of their own and use OIG's list, which Pact already checks. The lists have no Social Security numbers, so a possible match comes to you to confirm.

Who reviews the documents?

Pact Compliance Review checks every driver document, usually within minutes, 24/7. Pact's own staff check each upload against written criteria, and ask the driver for a new copy, with the reason, when one can't be used. An automated system reads each upload; a Pact reviewer confirms it. It never approves anything on its own. You still see everything, and you can change any decision.

What does it cost?

$15 per active driver a month, with a $99 monthly minimum. The first month is free (no monthly fee for the rest of the month you sign or the next full month), there's no setup fee, and it's month to month. Drivers who have left aren't billed. Drug tests are $40 each, $50 with alcohol, and are billed even in the free month.

What do we hand the broker?

Pick the people and download one packet: a summary page plus every approved file, in one zip file. Every download is logged.
