Colorado MediDrive NEMT Driver Roster Checklist
Short answer: from January 1, 2027, Colorado NEMT providers can't take Health First Colorado trips unless they are contracted with MediDrive, the state's new statewide broker. To contract, you upload a driver roster. HCPF's Operational Memo OM 26-029 lists what it holds for each driver: a 10-panel drug screen and a federal criminal background check, each "within 30 days," a driver's license, an FBI fingerprint check, driving records for the current year plus two, third-party defensive driving, first aid and CPR, passenger assistance training, OIG and SAM exclusion screening, and wheelchair securement training for wheelchair providers. Use this page as a one-row-per-driver checklist.

The driver roster, item by item
From OM 26-029, page 3. Tick each box for each driver before you upload the roster:

- ☐ Criminal background check, federal, dated within 30 days.
- ☐ FBI fingerprint check.
- ☐ Current driver's license.
- ☐ Motor vehicle records: the current year plus two years.
- ☐ Defensive driving training by a third party.
- ☐ First aid and CPR certification.
- ☐ Passenger assistance, safety and sensitivity (PASS) training.
- ☐ Wheelchair securement training (wheelchair providers only).
- ☐ OIG exclusion screening.
- ☐ SAM exclusion screening.
What MediDrive's own page adds
MediDrive's Colorado provider page lists driver requirements in its own words, and a few go beyond the memo: a national sex offender check, a national criminal background check, workers' comp, fingerprint verification, and first aid, CPR and AED. It says "Current Drug Screen" without a time limit. Where the memo and the page differ, collect what both ask for and confirm with MediDrive's provider relations team (720-844-9615).

Order of steps for a new company
- Enroll with HCPF as an NEMT Provider Type 73.
- After HCPF approves you, start contracting with MediDrive. HCPF asks for one application only.
- MediDrive credentials your company, vehicles and drivers, loads your roster, and integrates your vehicles into its trip system.
- MediDrive starts assigning trips.
How Pact helps (and what it doesn't do)
Pact keeps each driver's file in one place, with reminders 30, 14 and 7 days before anything runs out. Pact orders 10-panel lab drug tests ($40) and runs a random testing program, and checks every active driver against OIG's exclusion list, plus the Medicaid exclusion lists your states publish as a file, each month, with a dated record of each check.
Pact doesn't enroll you with HCPF or MediDrive, run FBI fingerprint checks or a federal court criminal search, check SAM.gov, teach PASS or defensive driving, or inspect vehicles. Upload those results and Pact tracks when they're due. Pact is a private company, not affiliated with HCPF or MediDrive. Your MediDrive contract is the final word.
Common questions
Do I have to contract with MediDrive?
Yes, to keep doing Health First Colorado trips. HCPF says that beginning January 1, 2027, only NEMT providers contracted with MediDrive can fulfill and get paid for NEMT trips.
What drug test does MediDrive need?
HCPF's memo lists a "10-panel drug screen (within 30 days)" for each driver on the roster. It doesn't name a lab or a random testing rule.
Does a name-based background check meet the roster?
The memo lists a federal criminal background check and a separate FBI fingerprint check. A name-based national database search is a different product, so check with MediDrive before relying on one.
Who runs the OIG and SAM checks?
The memo lists OIG and SAM exclusion screening for each driver but doesn't say who runs them. You can search OIG's list and SAM.gov yourself for free, and save a dated printout of each search.
