Credentialing software for healthcare staffing agencies, with the review done for you
Your recruiters see who's cleared for which facility. Your nurses, CNAs and allied workers upload from their phone. Pact Compliance Review checks every upload, usually within minutes, 24/7, and Pact's staff check every license, so nothing waits on a recruiter's inbox.

What to look for in credentialing software
Whatever you choose, check it against the work your team actually does each week. Here's the list we built Pact to, and how it does each one.
- A list per facility, not one list for everyone. Hospitals and nursing homes ask for different things: a QuantiFERON only, a physical within the year, no flu declinations. Pact puts each facility's rules on top of yours and shows Cleared or exactly what's missing for each placement, with a warning when a card runs out mid-assignment.
- License checks at the source, with proof. Joint Commission says a copy of a license, in place of proof that primary source verification was done, doesn't meet the intent of its requirement. We check every license and aide registry for you. Each check is saved with the date and who checked, with a screenshot or PDF of the lookup when the site allows one, and a renewal gets a fresh check.
- Uploads workers will actually finish. No app and no password: each worker gets a link to their own page. A blurry photo or the wrong document gets "Please retake" and the reason while it's still in their hand.
- Every document checked for you. Some tools store the files and leave the review to your team. Pact Compliance Review checks every upload against written criteria, usually within minutes, 24/7, and approves it or tells the worker exactly what to fix.
- Reminders that stop when they should. Workers are emailed at 30, 14 and 7 days. Your team sees what's coming up in the Monday email, and gets an email the day anything runs out. A renewal already sent stops the reminders. Reminders never ask for something already approved and good for more than 30 days.
- Sharing that respects health records. Facilities see status and approved files through a share link with no login. Medical records open only after the worker signs a release, in line with OSHA's rule that those records stay confidential (bloodborne pathogens rules for agencies).
- Exclusion checks with a dated record. Every worker against OIG's exclusion list monthly and whenever you add someone, plus the Medicaid lists of 25 states automatically (the rest by a monthly hand-check task in your portal, with the proof saved). In 2026 so far, OIG has excluded 705 nurses and nurse aides and 273 personal care workers (OIG's list, updated October 9, 2026).
- Facility feedback on record. From the same share link, a facility can say it was glad to have someone, raise a concern or ask you not to send them back. A do-not-return shows that worker as not cleared there until someone on your team clears it with a reason.
- Your records leave with you. Download any worker's packet, export everything as CSV or Excel, and take it all if you go.
- A price you can see before a sales call. $10 per active worker a month, on this page.
Software alone, or the work done for you
A credentialing tool on its own still needs a person to open every upload, check it, look up the license and chase the worker who sent the wrong thing. At a small agency that's often a recruiter, between calls. Pact includes that work in the price: Pact Compliance Review checks every upload, usually within minutes, 24/7, and our staff look up licenses and aide registries on the free public lookup sites, load your worker list in whatever format you have, and send you one email every Monday with who's expired, who's coming up and what we handled.
Your team keeps the decisions: who's qualified, who you place, and anything a facility asks for that the documents can't answer.

What hospitals and Joint Commission look at
Under Medicare's hospital rules, the director of nursing must supervise and evaluate the clinical work of all nursing personnel, contract staff included (42 CFR 482.23(b)(6)), so hospitals ask agencies for complete files. Joint Commission says its human resources standards apply to contracted staff who provide care.
For agencies that seek Joint Commission's Health Care Staffing Services certification, two of the four required measures are completeness of the personnel file (per diem and travel), where a complete file has job-appropriate credentials, evidence of current competency and a background check. The other two count do-not-return requests. Pact keeps those files and the facilities' notes in one place; reporting the measures stays with you.

What it costs
- $10 per active worker a month, $250 minimum. 20 workers: $250. 40 workers: $400. 150 workers: $1,500.
- Recruiter and admin logins are included. Workers who have left aren't billed. No setup fee. First month free. Month to month, with 30 days' written notice.
- Drug screens ordered online: a 10-panel at Quest for $40, with MRO review. Background checks ordered online: Standard $35, Premium $70. Orders are taken now and start when Pact's Checkr account opens; Checkr then emails the person. Or upload results from the vendors you already use.
What Pact doesn't do
- It doesn't connect directly to your ATS, VMS, scheduling or payroll system. Lists and exports move as files.
- It doesn't decide who's qualified or who you place.
- It doesn't submit anything to The Joint Commission or a state for you, and it isn't affiliated with either.
- It doesn't check SAM.gov yet, and it doesn't give vaccines or run exposure follow-up.

Common questions
Does Pact connect to our ATS, VMS or scheduling system?
No. There's no direct connection to any of them. Send us your worker list in any format and we load it, upload a payroll or HR export each month to catch who's new and who left, and export worker files and status as CSV or Excel whenever you need them.
Is it software, or do you do the work?
Both, for one price. Your recruiters and facilities use the portal. Pact Compliance Review checks every upload, usually within minutes, 24/7, and Pact's staff check every license and aide registry by hand, load your worker list and send one email every Monday.
How is it priced?
$10 per active worker a month, with a $250 monthly minimum. Logins for your recruiters and admins are included, and workers who have left aren't billed. The first month is free, there's no setup fee, and it's month to month with 30 days' written notice.
Do facilities need a login?
No. You send a facility a link and, separately, a 6-digit code. It shows only the workers you chose, stops working after 14 days (or the number of days you choose, up to 90), locks after five wrong codes and records every view. Medical records open only after the worker signs a release on their phone.
Can each facility have its own requirements?
Yes. Add items to a facility, accept only certain ways of meeting one (for example a QuantiFERON blood test and not a skin test), want a document dated within a number of days of the start, or refuse certain declinations. A worker who doesn't meet them shows as missing that item for that facility only.
Does it help with Joint Commission staffing certification?
It keeps the records reviewers look at: dated credential files, license checks with proof and do-not-return notes from facilities. You collect and send your measure data to The Joint Commission yourself. Pact isn't affiliated with The Joint Commission and doesn't certify anyone. How HCSS certification works.
Who decides whether a worker is cleared?
Your agency does. Pact reviews the documents and checks licenses and registries, and the portal shows whether a worker's records match your list and each facility's. Who is qualified and who you place stays your call.
Can we try it first?
Yes. Click through the portal in about two minutes with no login, or open a sample agency portal and use it yourself for 30 days.
